| Abstract: | Recently, theorists give diversified explanations for the practice of ministries and commissions to draft their own regulations in light of the Constitution. The fundamental reason for this disagreement lies in the lack of insights into the principles and theories of the Constitution. Therefore, it is imperative to deepen the understanding of the constitutional basis, significance and jurisdiction of the regulations drafted by the ministries and commissions under the State Council. |
