新疆中小企业产业发展政策研究

同我国东部的中小企业相比,新疆中小企业具有产业低度化的突出特点。而造成新疆中小企业产业化程度低的主要原因是中小企业发展中的体制障碍,政府对中小企业的政策支持力度不够,中小企业与大企业之间分工协作差等。为此,围绕清理政府职能,为中小企业提供良好的制度环境,加强和完善政府对中小企业的扶持政策,大力推进其产业结构调整,是发展和壮大新疆中小企业的必由之路。

A Study Of the Industrial Development Policies of Xinjiang Small Enterprises

Compared with enterprises in East China, small enterprises in Xinjiang bears the characteristic of low industrialization, which is mainly caused by the system that hinders the development of small enterprises, i. e. small enterprises receives inadequate policy support from the government, and small enterprises has not negotiated well in division of labor with large enterprises. To develop and strengthen Xinjiang small enterprises, the only way out is to change government functions, to provide them with favorable system environment, and reinforce and perfect the policies supporting small enterprises.
