| 摘 要： | 通过对江西公共财政建设的现状分析,发现江西公共财政建设存在三个主要问题,即:财政缺位、越位问题还没有彻底地得到解决;公共财政建设的法治水平不高;面临各方面的障碍。提出了加速江西公共财政体系建设的四个对策:加快政府职能转变;建立服务型财政;健全政府公共收支体系;公平共嬴地进行公共财政建设。

| Abstract: | Three problems are found while analyzing the actuality in system building of Jiangxi's public finance including finance offside and absence,the low legal level of public finance construction and the existence of various obstacles.Four solutions to quickening the system building of Jiangxi's public finance are put forward,namely,expediting the changing of government's function,building a service public finance,perfecting the government's income and expenses system,and building the public finance equally and reciprocally. |
