| Abstract: | This paper attempts an analysis of the value orientation of the necessity to legislate for theinstitution of the counter cases of the third type by assigning them as essentially the conversion of publicprosecution cases into private prosecution cases. Also, the paper elucidates the conditions for the victimto initiate proceedings against the legal offender, and offers legislative views on how to place a case on filefor investigation and prosecution under proper jurisdiction in the course of hearing, etc. |
