| 摘 要： | 制度创新、民族心理、民族文化、法律及民族宗教和伦理等是制约西部地区社会经济发展的“非经济因素”。只有继续拆除影响创新和发展的体制上的藩篱、优化社会资本、弘扬优秀的民族文化、构建社会主义健全的法治体系和伦理基础、充分激发少数民族的创造力和精神动力 ,西部地区才能实现社会生产力的跨越式发展 ,各民族经济与文化才能走向共同繁荣。

| Abstract: | The non-economic elements that can restrict development of western areas,include the creation of new systems,ethnic psychology,ethnic culture,laws,ethnic religion and ethics.Only when the bad influences on the creation of new systems are removed,social capital improved,ethnic culture again developed,perfect socialist law system established,and ethnic minority people's creative power brought forth,can the western areas realize surpassing development of productive forces,and can all ethnic groups of china go to common prosperous future. |
