| 摘 要： | 公共权威体系的运作不仅要解决其现实性问题,还要解决其合理性问题。以历史时期山西地区基层水利治理中的公共权威运作为例,全面检视了传统乡村社区组织中公共权威的合理性问题,并从传统乡村社区中公共权威产生的现实逻辑,乡村社区公共权威与作为基层水利治理基本制度设置的水权制度的关系,其为村落公共空间提供的价值认同与契合三个方面展开。
