| 摘 要： | 基于以往的应急管理理论,考虑到中国教育体制的特殊性,构建大学生群体突发事件应急管理系统。将其划分为5个子系统：监测预警、事件控制、大学生行为反应、应急规划和资源保障,并就各子系统的运行及功能进行具体分析。大学生群体突发事件应急管理系统为特殊的计算机集成系统,既有事态发展的过程监控,又有事后实时反应的决策方案,是综合的复杂智能决策支持系统。
