| 摘 要： | 慈善组织信息公开是各国慈善法律所确立的基本制度。慈善组织信息公开的法理基础有两个方面：一是慈善组织是以公益为目的的、承担着重要公共服务职能和公共责任的组织；二是慈善组织信息公开制度的核心是公众知情权的保障。以慈善组织的公共性和公众的知情权为基础，建设我国的慈善组织信息公开制度，对我国慈善事业发展有着重要意义。
