论国家管理体制转型与特别行政区制度的发展--基于“制度有机体”理论的阐释

特别行政区制度是我国国家管理体制变革的重要组成部分，并与其他国家管理制度共同构成了我国国家管理体制这一“制度有机体”，二者共同促进、相互影响。改革开放后，我国的国家管理体制发生了巨大变化，逐渐由统治走向治理，由政策治国到依法治理。特别行政区制度的萌芽、形成和发展，顺应了我国国家管理体制的变革过程。可以说，国家管理体制与特别行政区制度之间存在着互动融合的关系。

On the Transformation of State Administrative System and the Development of Special Administrative Region Institution---Based on the Interpretation of the “System Organism” Theory

Together with other state administrative institutions ,the system of special administra‐tive regions ,as an important part of the transformation of Chinese state administrative system , comprises a“systemorganism” ,with both promoting and influencing each other .After the reform and opening up ,the state administrative system has undergone great changes from domination to administration and from ruling by policy to ruling by law .The germination ,formation and devel‐opment of SAR system are in conformity with the reform process of state administration system . It may safely be concluded that an interactive and integrated relationship exists between the two systems .
