| 摘 要： | 碳交易的特殊性决定了碳交易市场是一个完全由环境和能源法律政策促生的外部性产品市场,其持续生存也与法律政策的导向及执行情况关系极为密切。对碳交易制度有影响的宏观法律政策、建立碳交易制度所直接需要的法律依据以及规范碳交易有序进行的交易规则等都直接关系到国内碳交易体系的建立和发展。全面认识、分析和解决这些问题,对我国建立碳交易体系至关重要。

| Abstract: | The specialty of carbon trading ensures that carbon market is a complete externality product market given birth by environmental and energy policies and laws,and its existence is closely related to the guidance and implementation of laws and policies.All the laws and policies concerning the establishment of carbon trading system and the orderly operation of carbon trade have direct influence on the establishment and development of China’s carbon trading system.So,it is essential for China’s establishment of carbon trading system to comprehensively understand,analyze and solve those issues. |
