高等教育大众化刍议

分析了我国高等教育大众化的过程中,尤其是连续三年高校扩招中所面临的资金、“生产”能力,后勤社会化改革等方面的难题。探讨了高等教育大众化的路径选择,提出中国高等教育应重视规模与效益良性循环,走渐进改革之路;应通过产权制度的变革,形成高等教育的多层次性,最终实现高等教育大众化的目标。

On the Popularization of Higher Education in China

An analysis is made of the difficulties encountered in the course of popularizing higher education in China,especially after three years of expanded enrollment,which involve capital,"production"capacity,and commercialization of logistical service.By discussing the options for China's higher education popularization,it is argued that the reform in China's higher education should follow a gradually progressive road with special emphasis on the benign cycle between scale and gain.The goal of higher education popularization should be attained eventually by reforming property rights system to develop multi-level higher education.
