陕北地区环境治理成本效益空间异置问题及其补偿机制研究

Environmental Improvement in Northern Shaanxi:Cost-Benefit Dislocation & Compensation Mechanism

An introduction is made of the concept of cost-benefit dislocation of environmental improvement and the relevant theories.Then an analysis is made of the background to the issue of cost-benefit dislocation of environmental improvement in the northern area of Shaanxi Province and the concrete manifestations of this issue.It is argued that a compensation mechanism should be established as soon as possible.Finally,by applying the above-mentioned theories,an analysis is made of the problems with the public policy of "returning farming land for afforestation"in regard to cost-benefit dislocation and its compensation mechanism.On this basis,some suggestions are given to policy-makers on this question.
