公共政策是对社会价值的权威性分配 ,是政府对社会利益分配的主要形式。我国社会保险政策的利益主体主要由政府、雇主、雇员和经办机构共同构成 ,各自扮演着不同的利益角色。在我国 ,建立正常的利益诉求渠道和机制 ,重视劳工组织及其利益 ,维持利益博弈的适度均衡是实现社会保险政策可持续性的必要条件。

The Interest- subjects Analysis on Social Insurance Policy

As the authoritative distribution of social value, the public policy is government's main form in distribution of social interests. Therefore it is necessary to analyze the interest-subjects of social insurance. In our country, the subjects mainly include government, employer, employee and the agency, which play different interest-roles. So in order to get a sustainable development, it is essential to set up the channel and mechanism of formal interests expression, play more attention to labourer unit and their interests, and keep appropriate equilibrium in interest-game.
