如何尽快建立适合中国国情的贷学金体系

针对贷学金体系在我国尚处在刚刚起步阶段这一情况，提出应尽快建立适合我国国情的贷学金体系，对贷学金体系中最关键的问题，如资金的来源、运行的模式、还贷机制等进行了分析，对我国建立、完善、发展贷学金体系提出整体构想：1．贷学金应以国家投入为主，地方政府投入和社会捐助为辅；2．通过银行实施，地方政府和高校予以配合；3．制定和完善贷学金的相关政策和法规。

How to Establish the Tuition Loan System Suitable for China as Soon as Possible

Considering the fact that the tuition loan system has been implemented orily for a short period, this paper proposes that it is essential to establish as soon as possible the tuition loan system that is fit for China and discusses such crucial issues in relation to this system as the source of the capitals, the mode of its operation the mechanics of return of loans. Based on this, it puts forward a general conception for improving and deveoping this system. The main statements as follows: 1. The fund of tuition loan should cornes mainly bo the central government and subsididrily for the regional government and the donation fiom the society; 2. Its operation should be implemend drinly by the cornmreial banks with the cooperation of the regional governmnts and colleges and uviversities; 3. To formulate and improve the policies and regulations relevant to the tuition loan system.
