Relatively concentrated system is a system that reorganizes departments of similar service and function to reduce the confusion of responsibilities and conflict of authorities,and exercises the relatively concentrated responsibilities to reduce coordination difficulties.Though its establishment marks the beginning of a new era in Binhai history,the government of Binhai New Area is faced with such problems as rational deployment of resources,clear-cut division of power and responsibility and submission to the authority.So,the relatively concentrated system should be adopted in Binhai New Area to strengthen leadership and raise administrative level and efficiency.
