| 摘 要： | 先秦时期,我国已经有了较为系统的荒政思想。《周礼》中列举的12 种救荒措施和6 种济贫措施,是先秦时期防灾、救灾经验的总结,也基本上包括了后世救灾赈济的主要措施,其影响十分深远,值得认真研究。

| Abstract: | In the pre-Qin period, there was comparatively systematic thought of fighting famines. In the Book of Zhou Rites, 12 measures were listed on fighting calamity and 6 policies on relief. It is the conclusion of pre-Qin anti calamity and relief experiences. And the thought had far reaching influence in history, and these measures were adopted in later times. |
