| 摘 要： | 社区建设是我国城市基层管理体制的重大改革.居民参与在社区建设中占有非常重要的地位.从当前各地情况分析,居民社区参与的现状不容乐观.为了改变这种状况,笔者建议应进一步向社区简政放权,努力构建居民与社区之间的利益整合平台,培育、引导、保护居民的参与热情,建立较为完善的居民社区参与机制.

| Abstract: | The current situation of inhabitants' participation is very different in different communities. In inhabitants' participation there exist serious conflicts between hope and reality. So, inhabitants have no strong desire to take part in community affairs. In order to change this phenomenon, communities should share more rights from the governments and build an integrating platform of the interests between communities and inhabitants. Governments should foster, lead and protect inhabitants' participation passion and build the participation system of communities. |
