| 摘 要： | 我国跨流域调水水环境安全的法律保护,必须促进水量安全、水质安全、水环境安全和水战略安全的相互配合与协同演进,从体制与机制变革上寻求出路.应当立足系统研究的视角,界定跨流域调水水环境安全法律保护的基本含义,要从立法指导思想的综合性,法律体系的协调性,水权市场及其价格机制的完善,生态补偿方式的市场化等方面,构建我国跨流域调水水环境安全法律保护的框架.
