基于中外学术界对于直接选举问题少有专门的研究 ,而该项研究又有十分重要的理论意义和现实意义 (对于我国更是如此 ) ,故文章试图着力探讨民意代表 (特别是高层民意代表 )直接选举制的理念意义和实际作用规律。

On the Theoretical Significance and Functional Principles of Direct Election System

There are few specific studies on direct election systems in foreign and China's academe, but this kind of studies should be very important in theory and practice especially to the present China. Thus this article tries to focus on the theoretical significance and functional principles of the direct election system for people's representatives (in particular high levels of representatives). It indicates that the theoretical significance of the direct elections in modern nation-states is: the more direct to electorate the election of representatives is, the higher degree of the representation democracy is realized. Of course, it is not always so in practice. It also concretely analyzes on the actual function principles of direct election system concerning selecting qualified representatives, choosing public policies, and influencing political stability. A general principle eventually is discovered: the practical effect of direct election is closer to its expected effect if there exists an nearly ideal social condition, and a democratic, just and information-symmetrized(between electorate and candidates) election system.
