| 摘 要： | 当前我国城市规划存在着城市发展的区域协调 ,城市产业结构与用地结构的调整 ,城市管理、体制建设与决策科学化和民主化等问题。城市规划工作方法中 ,缺乏明确有效的区域发展制度安排 ,缺乏作为项目管理的规划程序 ,缺乏实施规划的措施安排和公众参与的法定程序等等。所有这些说明 ,社会和经济体制的转变是当前我国城市规划工作改革的主要原因。面对城市发展的新趋势和新背景 ,我国城市规划管理体制的改革必然会随着城市化发展出现互动。我国城市规划建设的制度、方法和观念等方面的改革 ,归根结底是要在新形势下进行制度创新 ,以适应社会主义初级阶段城市化进程的总体要求。

| Abstract: | Current issues in Chinese city planning are regional integration, legal regulation on urban industry restructure and ground function adjustment, rationalization and democratization in policy making, etc The existing city planning method is short of effective coordinate mechanism, practical program, rational management, and fixed procedure to put city plan into effective planning practice It is the conversion in economic and social structure that lead to reform in Chinese city planning mechanism In terms of new issues, Chinese city planning reform has to interact with changes in urban economic system, and accept innovation in philosophy, institution, and method as the requirement of urbanization |
