| 摘 要： | 利用江西、山东、安徽、山西、河南、湖北6省20县市外出打工者的564份调查问卷,分析当前外出打工对推动耕地流转的现状水平以及促进耕地流转的主要影响因素。结果表明：外出打工对耕地流转的促进作用比较明显,外出打工者的承包耕地流转率平均达到66.76%,且表现出耕地流转年限较长、流转合同签订率低的特点,如流转年限2年以上的比例达64.29%,而流转合同签订率仅18.83%。外出打工者的文化程度越高、年龄越低、从事行业越稳定、打工经济收入越高,则其承包耕地流转的彻底性越高。因此,大力发展农村教育,提高外出打工者的文化程度;优化农民外出打工环境,增强外出打工的稳定性;加强对外出打工者的技能培训,提高外出打工经济收入,是构建外出打工与耕地流转互动机制、实现城镇化进程和农业现代化建设＂双赢＂的重要手段。

| Abstract: | Based on a survey of 564 migrant workers from 20 counties in Jiangxi,Shandong,Anhui,Shanxi,Henan,and Hubei provinces,the impact of migrant working on cultivated land transfer was analyzed.The results show that the promoting function of migrant working on cultivated land transfer is obvious,migrant farmers' cultivated land transfer rate reaches 66.76% with a transfer period and low rate of contract,the ratio of more than two years of cultivated land transfer period is 64.29% and the rate of contract is only ... |
