政府廉政管理责任制三论

在廉政建设和反腐败工作中,各级政府首长担负着对所属人员进行廉政管理的责任.对廉政管理失职的政府首长实行问责制,不仅能督促各级政府首长履行廉政管理职责,而且是对只治民不治官旧习的突破,是社会文明进步的标志.在当今的党内问责、政府内问责、司法追究的三种形式中,政府廉政管理失职问责处于等靠纪委问责、缺少单独问责的相对薄弱状态,与中共十七大精神和廉政建设形势要求不相适应.为了研究在党委统一领导下,政府参与共管,部门各负其责,完善政府独特的廉政管理与失职问责模式,本文探讨了政府廉政管理与失职问责制的理论基础、政策和法律法规依据、实践模式的内容结构,旨在使政府进一步履行廉政管理责任,担负起艰巨的反腐倡廉任务.
