引黄入同后的水权转让法律制度构建

目前,进入大同市的黄河水有效缓解了本地区的供需水矛盾,但仍然存在着行政分配体制落后、供水成本高等问题。借"引黄济同"这次契机,以大同市水资源开发利用动态为基础,分析了其中存在的问题,通过透视水权交易的可行性,指出了建立适合大同地区的水权转让法律制度的路径,以期更快、更有效的推进本地区"转型发展,绿色崛起"目标的实现。

At present, the water from Yellow Rive has effectively alleviated the contradiction between supply and demand in Datong, But problems such as the backward administrative distribution system, the high cost of water supply still ex- ist. This article, at the moment of Diverting water from the Yellow River to Da Tong＇, based on dynamic situation of the water resources exploitation and utilization in Datong, analyses the water right trade feasibility, points out the suitable approaches to the legal system of water right transfer in Datong with the aim to help Datong promote green development at the transition phase.
