对我国农村土地产权制度改革的分析及建议

我国土地制度改革至今,形成成熟规范的国有土地市场和正在完善的农村集体土地市场.目前土地制度的重大缺陷就是两种土地所有权权能不对等,导致许多社会经济问题,如"三农"问题曾越来越严重,土地制度是一个重要的原因.要解决"三农"等问题,就必须在建立统一土地市场的目标下,进行农村土地产权制度的改革.应怎样改,本文提出三条建议,并说明理由及意义.
