摘    要:改革开放以来,我国高校办学自主权从教育界的呼吁到国家的立法经历了一个不平凡的历程。落实和扩大高校办学自主权虽然有很大进展,但现阶段还存在政府宏观管理的职能尚未完全转变、高校的自主办学还缺乏必要的和健全的评估及监督措施等问题。回顾和反思改革开放以来我国落实高校办学自主权的历程,将是我国高等教育下一阶段更好更快地健康发展的基础和前提。

Abstract:Since the implementation of the open door policy in 1978, autonomy in running a university in our country has gone through an unordinary process from the appeal of the education circle to government's legislation. Though much progress has been made in this respect, there are still such problems as incomplete exercising of government's macro-control function and lack of necessary and sound measures to assess and supervise the school-running autonomy. Reflecting upon the progression in the school-running autonomy is actually the basis and the prerequisite for the healthy development of China's higher education in the next few years.
