“高等教育质量工程政策”这一重要高教政策的出台有着深刻的社会背詈和时代因素。从完成政策既定的目标来看，高教质量工程政策两年来的贯彻执行已经取得了明显的成效。然而，对质量工程政策本身做更为深入的文本分析，不难发现政策设计中所存在的核心概念厘定不清、专业设置导向有失偏颇以及重点建设与均衡发展难于平衡等问题，进而可进一步反思政策的实效问题。

Chinese Government Takes Pains to Ensure the Quality of Higher Education

Issuing of the ＂Policy of Higher Education Quality Project＂, a very important policy on higher education, is attributed to its social background and the times. Considering its intended goal, remarkable success has been achieved during the 2 years of its implementation. However, a deeper analysis on the text of the quality project policy reveals some defects in the policy design including vagueness of the core concepts, misleadingness of specialty set-up, and difficulty in striking a balance between priorities and overall improvement, thus requiring further reflections on the effectiveness of the policy.
