| 摘 要： | 区域背景分析表明,吉林省非农就业增加缓慢,以工促农的能力不足;城镇化水平高,但增速放慢,以城带乡的能力弱;经济发展水平较低,新农村建设面临严重财政金融约束.可喜的是,农村税费改革和农村综合改革为新农村建设提供了制度动力."三农"态势研究表明,吉林省大农业比较发达;乡村劳动力就业结构变动小,乡村城镇化进程缓慢;农民收入以农业为主,增收困难;农村发展具有一定基础,但仍有许多不足.为解决以上问题,吉林省应该大力发展劳务经济,促进农村劳动力的转移;推进农业产业化进程,带动农村发展;积极发展乡镇企业,缩小城乡差距;拓宽资金来源渠道,破解财政金融约束.

| Abstract: | The regional analysis indicates that no obvious shift has occurred about the employment proportion of first sector in Jilin province in the past 28 years,while at the same time the output value proportion and the employment proportion of secondary sector industrial have declined greatly,which led to the weak force of advancing agriculture with industry.
