| 摘 要： | 洛江区新型农村合作医疗基线调查的结果分析表明:新型农村合作医疗制度的开展主要应切实做好宣传工作,提高政府在农民心中的信任度,将高参合意愿转换成高参合率;农民在个人筹资上可略为提高,并在制定报销比例方面向乡镇卫生院倾斜,做到低起付线、高报销比例。

| Abstract: | The findings of an investigation made in Luojiang District in October 2005 show that,firsthy,to promote the new-type rural cooperative medical service,we should focus on the procedure of publicity,in order to reinforce the farmer's confidence in the government,and therefore to transfer the intense cooperative willingness to high cooperation rate;secondly,individual financing could be raised from10 to 20 Yuan;lastly,reimbursement policy should favor the township health center to achieve a low level to join and high rate of reimbursement. |
