晚清以降,国家内忧外患频发,社会激荡突变.社会处于严重脱序状态,贪污腐化趁机滋生蔓长.影响到吏治腐败的原因很多,其中皇权至上、专制独裁,缺乏严格的法律监督机制是吏治腐败的根源.此外奢靡之风盛行、俸禄制度与现实脱节、以及因捐纳制度泛滥都在清末的吏治腐败中起到推波助澜的作用.以史为鉴,对晚清吏治腐败产生的根源进行全面探讨,有助于我们深刻吸取历史教训,在全面进行现代化改革和建设中提高警惕,使有中国特色的社会主义道路健康发展.

On the Reasons of Official Corruption in the Late Qing Dynasty

The late Qing Dynasty was a period of great social and political upheaval because of constant internal and external problems, the society being in serious disorder and corruption and degeneration spreading. There are many factors that caused official corruption in the period, among which supreme imperial power, despotic dictatorship and lack of strict legal supervision mechanism are the most crucial ones. Besides, prevail of the worship for extravagance, divorce between salary system and reality, and rampancy of purchase for official ranks also added fuel to the fire in the period. Therefore, it is necessary to take the history as a mirror and investigate, in a comprehensive way, the roots causing official corruption in the late Qing Dynasty, which will help us draw lessons from history, raise our vigilance in the reform and modernization construction and ensure a sound development of socialistic construction with Chinese characteristics.
