| 摘 要： | 科学发展观,是我国经济社会发展的重要指导方针,是发展中国特色社会主义必须坚持和贯彻的重大战略思想.将科学发展观引入政府能力的思考框架,不仅是可行的而且是必要的.我国政府能力的现状仍然与科学发展观的要求存在差距.在科学发展观的视角下,政府能力被赋予了许多新的内涵,同时也为我国的政府能力建设提供了崭新的思考框架.
