我国农民工社会保障立法模式选择

改革开放以来,中国大地上兴起了蔚为壮观的民工潮。农民工问题成了社会各界关注和研究的热点之一。将农民工纳入社会保障立法体系已迫在眉睫,但目前对农民工社会保障立法模式的选择存在分歧。对此问题,主张应以“以人为本”和社会本位理念为指导,考虑农民工的现实情况,进行分类分层的立法模式设计。

With the development of reform,there are more and more peasant workers in China.The problem of peasant workers has become the focus of all walks of life.It is time to bring peasant workers into social security system.However,there are different opinions about the selection of social security legislative pattern for peasant workers.We should set up a people first and society-oriented guidline,take the real situation of peasant workers into consideration,and construct a classified legislative pattern.
