论公共危机管理中的政府责任伦理

自从韦伯提出"责任伦理"的概念以来,责任伦理在伦理学研究中受到广泛的重视。在公共危机管理中,政府的责任伦理水平是决定能否合理应对危机的重要因素之一。公共危机管理中的政府责任伦理是前瞻性责任和追溯性责任的统一,但强调更多的应当是一种前瞻性责任。为了有效应对公共危机,应当通过培养角色意识、明确价值追求、加强制度建设等途径,提高政府及其工作人员的责任伦理水平。
