| 摘 要： | 构建社会主义和谐德育体系，实施社会主义和谐德育工程建设，是我国社会主义和谐社会建设的内在要求，也是构建社会主义和谐社会的必要条件。社会主义和谐德育建设工程，涵括非道德秩序建设工程、“三个文明”发展建设工程、公民全面素质建设工程、青少年思想道德建设工程等主要实施内容。社会主义和谐德育建设工程的实施，必须坚持以社会主义核心价值体系为导向，找准工作的切入点，抓住工作的着力点，夯实工作的立足点，把握工作的落脚点，努力形成全社会、全方位、全过程、全要素整体育人的格局，推动社会主义和谐德育建设全面、协调、可持续发展。
