多边主义是三个以上国家基于合作的行为取向和特定目的所采用的国际互动形式及其制度结构。尽管制度在某种程度上构成了多边主义的核心,但它并不是多边主义的惟一逻辑,多边主义的概念下涵盖着不同属性,需要从不同的维度对其进行探讨。从"综合解释模式"出发,可以看到,多边主义存在着三个逻辑层次:作为工具的多边主义,作为制度的多边主义和作为价值的多边主义。多边主义是三种逻辑的统一体。
