| 摘 要： | 依据《高教法》中关于自主办学的规定,我们认为构建市场经济条件下高校自主办学的运行机制具有重要的意义,它不仅是实现市场经济条件下高校宏观运行机制的关键环节和落实高校自主权的实质性措施,而且是提高高校效能的重要途径。立足于高校改革的实际,我国与市场经济相适应的高校自主办学的运行机制的初步框架包括以下内容:自主科学民主的决策机制;权力重心下移基础上建立的宏观调控机制;适当竞争、精神鼓励和物质奖励相结合的动力机制和通过权利协调与健全规章制度而形成的自我约束机制。

| Abstract: | Independent running system for china's higher education institutions that is key link of higher education macroscopical running system under market-oriented economy would not only realize higher education institutions' indepent,but aiso improve their efficiency. So it's important. Basing on the reality of reform of high educration, Independent running system for china's higher education institutions under market-oriented economy includes the following content Decision-making system of initiative, democracy and scientific; Adjustments and comtrols system set up on the foundation; Enthusiasm system and perfeet the self-tied system that form through adjust four kinds of rights. |
