| 摘 要： | 文章从促进国家综合配套改革试验区开放制度创新的战略高度,对自由贸易港区与区外的自由联通机制进行了综合阐述和制度设计.指出自由联通机制的制度基础是搭建贸易便利化平台,包括灵活运用跨关区"属地申报,口岸验放"模式、放宽B型保税物流中心条件、建立"无水港"等.在此基础上,提出了以"区间直通"、构建"虚拟自由区"等为核心的自由联通手段.
