省会城市生态文明建设评价指标体系比较研究--以贵阳市、杭州市和南京市为例

摘    要:省会城市做好生态文明建设具有示范带动作用。科学合理的评价指标是城市生态文明建设的指挥棒和风向标。贵阳市、杭州市和南京市3个省会城市相继提出各自的生态文明建设规划和相应的指标体系。通过比较分析发现,由于主客观因素的影响,3个城市的指标体系在总体相似的同时更多呈现出的是相互之间的差异。这种差异反映了中国对生态文明建设认识的不断发展,也说明当前对生态文明建设的考量还缺乏共识,需要进一步加强理论研究和实践探索以完善生态文明建设的考评体系。

Abstract:Provincial capital cities play an exemplary and leading role in Eco-civilization Construction. Scientific and reasonable assessment indexes provide right direction in Eco-civilization Construction. Three provincial capital cities, Guiyang,Hangzhou,and Nanjing, have sequentially put forward respective construction projects and relevant assess- ment index systems. By comparative analysis, it is found that the assessment index systems of the cities show more variety than overall similarity under the influence of subjective and objective factors. The variety suggests China has a deeper and better understanding of Eco-civilization Construction,and the construction is hampered by a lack of con- sensus on the assessment system. China needs to take further steps to explore the assessment system of the Eco-civili- zation Construction in both theory and practice.
