依法预防和处置农村群体性事件的几点思考

农村群体性事件具有参加者是熟人群体,始发地是农村社区,起因一般是“具体”问题,表现形式是“积极作为型”等特点。从农村群体性事件参与者的角度看,引发农村群体性事件既有经济和政治原因,又有文化和社会原因。从农村社会管理者的角度看,引发农村群体性事件的原因,一是政策缺失,二是管理不当,三是体制不顺,四是控制失效。依法预防和处置农村群体性事件,首先要完善和健全有关法规,其次要建设依法预防和处置农村群体性事件的有效机制。

Argument on Legal Pre-caution and Coping with Rural Massive Incidents

Massive incidents in the countryside embrace the following characteristics: Participants are acquaintances;the initial incidental place is in the rural area;the triggering cause belongs to the specific problem generally;the demonstration form is being positive and for some purpose;and the like.Analyzed from the participants,massive incidents lie not only in economy and politics,but also in culture and society.Analyzed from the rural administrators,there are four causes as follows: shortage of policies,improper administration,improperly-established systerm and the deficient domination.To prevent and cope with the rural massive incident,the laws and rules concerned should be improved and bettered and the efficient organism should be set up.
