略论非物质文化遗产的保护与开发利用

非物质文化遗产,是以无形方式世代流传于人类社会的传统文化表现形式。它同物质文化遗产一样,是不可再生的珍贵资源。正确处理非物质文化遗产的保护与开发利用的关系,保证两者都能顺利进行,是摆在广大干部和人民群众面前的一个重要课题。要尽量避免急功近利,缺少规划,迎合外来游客“口味”的做法,长远打算,努力做到保护与开发利用两不误。在具体行动中,坚持两种意识、两个场合、两套人马和两种形式,真正做到保护和开发利用工作的顺利进行。最终建立非物质文化遗产传承人制度,保证各种计划方案的实施。

On the Protection, Exploration and Utilization of the Non-physical Cultural Legacy

Non-physical cultural legacy,as an expression of traditional culture passed down to human society for generations without any form,like physical culture,belongs to those precious resources which can not be regenerated.Properly handling the relationship between the protection and exploration of the non-physical cultural legacy to ensure the smooth development of the two means is an important project faced by the numerous cadres and the public.The ways of only seeing the immediate success,lacking planning,and catering to the taste of the travelers shall be avoided as far as possible so that the protection and exploration can be carried out in a long run.The concrete action shall uphold the two notions,two occasions,two sets of crew and two ways to guarantee the smoothness in protection and exploration.Finally,the system of inheritors of the non-physical cultural legacy shall be set up to ensure the implementation of all kinds of plans and projects.
