四川小水电资源可持续开发利用研究

小水电属于清洁能源,是我国实施可持续发展战略不可缺少的组成部分。四川小水电资源的显著优势,将推动四川水电能源基地的建设,也必将成为四川的支柱产业之一。但四川小水电的快速发展也暴露出一些深层次问题,特别是小水电资源开发利用与环境保护之间的矛盾日益显著,严重影响四川小水电资源的可持续开发利用。明确小水电资源开发利用的管理职能部门,强化水资源管理;整合地方小水电,形成产业集团;建立健全小水电资源开发权拍卖与交易机制、利益分配机制、生态补偿机制;利用市场机制来配置和促进四川小水电资源的可持续开发利用,这对全国的小水电开发利用也有一定的借鉴意义。

Study on the Sustainable Exploitation and Utilization of Small Hydropower Resources in Sichuan, China

The small hydropower, a kind of clean energy, is an essential part of the strategy for China's sustainable development. An obvious advantage of the small hydropower resources will promote the construction of hydropower base of Sichuan. And the small hydropower will certainly become one of the major industries of Sichuan Province. However, some deeply serious problems appear along with the rapid development of small hydropower in Sichuan, especially the increasingly remarkable conflicts between the exploitation of small hydropower and the environmental protection, which seriously affect the sustainable exploitation and utilization of small hydropower in Sichuan Province. To define the administrative department and strengthen the control over water resources, to integrate local small hydropower to form industrial clusters, to build up and develop auction, transaction, interest distributing,and ecological compensating mechanism, and to reallocate the resources and accelerate the sustainable exploitation and utilization of small hydropower in Sichuan will have certain model significance to the national small hydropower development.
