层级式安全管理的效能衰减及其治理策略

基层社区安全管理政策措施得不到落实导致各类安全事故频发,究其原因是安全管理政策措施在落实过程中出现了"渗漏现象",即层级式安全管理模式传导过程的效能衰减。理解能力、执行意愿和执行能力是影响效能衰减的主要因素。要提高政府安全管理效能,在提高政府安全管理积极性和管理水平,并建立考核评估追溯机制的同时,还需要建立风险分担机制,调动基层社区民众积极参与安全治理,分担和化解社会运行中的各种风险。

Efficiency Attenuation and Strategies for A Multi-Level Safety Management System

Among reasons for thousands of accidents occurred frequently,a main reason is the leakage phenomenon manifested as policies not implemented effectively in the process of transmission.The article interprets such a phenomenon as the efficiency attenuation of a multi-level safety management system,and put forward that comprehension ability,implementation intentions and abilities are main factors of efficiency attenuation.In order to improve government performance on safety management,we not only have to enhance enthusiasm of government safety management and establish evaluation retroactive mechanism,and also have to establish risk-sharing mechanism,which means to mobilize more public communities to actively involved in safety governance to share and resolve various of risks in the social operation.
