执政能力建设与执政伦理之间具有手段与目的的关系。执政能力建设是执政党执政合法性、 执政伦理的理性自觉,是对执政合法危机的现实回应,与执政伦理具有内在的关联性;增强执政合法性, 提升执政伦理本质上是为了体现执政的人民性,只有将执政能力建设的规律性与执政主体的能动性有机结 合起来,才能真正实现执政能力建设之目标,最终增强执政合法性。

The Construction of Ruling Abilities & Ruling Legality and Ruling Ethics

The relation between ruling abilities construction and ruling legality is that of tool and aim. The construction of the ruling abilities is the rational self-awareness of ruling legality and ruling ethics, a response to crisis of ruling legality, and is closely connected with ruling ethics. To strengthen ruling legality and to promote ruling ethics are in essence intended to show ruling for the people. Only through the organic connection of the regularity of ruling abilities construction and the dynamic role of the ruling subject can the goal be achieved to construct ruling abilities and ultimately strengthen ruling legality.
