“发展型福利”与社会保障体制的效率问题——从福利国家改革说起

福利国家相继推出以积极福利为主要内容的改革措施,但实际效果参差不齐,因改革涉及许多人的切身利益而遭致了不小的阻力。这给我们正在抓紧推进的社会保障(福利)体制建设提供了某些启示,特别是必须准确定位于发展型福利,既要尽可能地实现普惠,又要根据国情量力而行。政府应明确彰显公平、有效的政策取向,提供规避风险的制度预期,在大幅度增加社保投入的同时高度重视社保体制的效率,包括加强监管力度,堵住制度性漏洞,支持社会力量参与建设。
