| 摘 要： | 介绍了福建省制浆造纸工业及纸制品生产工业企业污染及治理情况,分析了造纸企业减排存在的有关制约因素,提出了促进造纸企业减排管理的具体政策建议:强化政府的环境管制措施、强化社会公众的监督力度、完善对造纸企业减排投资的政策扶持措施、加强对造纸企业的技术扶持、宣传绿色消费意识,提升消费者的减排关注度、提升企业实力,强化企业节能减排意识。
