| 摘 要： | 社会主义市场经济条件下,公共行政的价值取向应由过去的政府本位转向符合现代社会发展的社会本位。我国的公共行政必须将为人民服务的宗旨贯彻到其运作机制和运作过程中去。这样才能建立起一个高效、廉洁、以人为本的现代政府。
