我国乡镇企业发展与农村城镇化进程

乡镇企业发展和农村城镇化都是通过吸纳农村剩余劳动力、促进产业结构的调整,推动农村社会经济发展的过程,二者应是一个相互促进、共同提高的连动关系,然而,我国改革开放以来的乡镇企业发展和农村城镇化进程对比分析,表明我国农村城镇化进程大大滞后于乡镇企业发展。本文透过乡镇企业分散布局的表面现象进行深层次分析,认为农村城镇化滞后于乡镇企业发展的原因不仅包括乡镇企业产权因素,也包括土地等相关政策、制度因素;提出进一步深化农村体制、制度改革,通过促进小城镇的健康发展,加速农村城镇化进程。构建乡镇企业发展良好载体,不仅是乡镇企业自身发展的客观需求,也是打破近几年来农村社会经济发展缓慢的一个突破口。

The Relationship between Township Enterprise Development and Rural Urbanization in China

Both township enterprise development and rural urbanization are processes in which the surplus rural labor is transferred to non-agricultural sectors and the rural industry structure is optimized. Based on the analysis, this paper points out that China's rural urbanization lags far behind the development of township enterprises. Reasons for this phenomenon include issues of ownership of township enterprises as well as policy and institutional factors of land use. Suggestions are put forward for the coordinated development of both township enterprises and rural urbanization.
