| Abstract: | The general theory on the concept of administrative law is based on the "norm" doctrine. There are many shortcomings with respect to this doctrine: it's too simplistic in its point of view, difficult for theoretical reasoning and encounters a lot of troubles in application. The writer believes that the concept of administrative law is comprehensive and multi-dimensional. |
