| 摘 要： | 中央提出党管人才原则 ,是参与国际竞争 ,加快现代化建设的必然要求 ,是执政党增强执政能力的必然选择。“党管人才”的客体是广义概念的“人才”;党管人才 ,主要是管宏观、管政策、管协调、管服务 ;党管人才原则是党管干部原则的深化和延伸。

| Abstract: | The principle of "the party be in charge of Human Resources" proposed by the central committee is to adapt to the international competition and to accelerate the construction of modernization, and it is also the inevitable choice of which the party strengthens the ability in power. Human Resources is the concept of broad sense about "talents". The party is mainly in charge of the macro-policy, coordinating and serving. And it is the in-depth and extension of the principle of"the party be in charge of cadre". |
