| 摘 要： | 协同治理的视角使人们看到公民的思想意识与公共利益等价值观对于现代公民参与的重大意义。引入协同治理理论,倡导社会各系统的协作参与、多元交互回应机制及理性的公民参与,可以促进社会各系统在公民参与过程中的良性互动,克服公民参与的内在缺陷,由此促进协同治理的实现。
