| 摘 要： | 为有效地指导和推进公共卫生全球治理,需要确立必要的国际法原则和法理基础。＂保护的责任＂将成为一种可能的法理指导和方法。作为公共卫生全球治理的国际协调中心和主导,世界卫生组织将成为在全球公共卫生领域承担和履行＂保护的责任＂的国际机构,因而其职能运作等需要进一步地界定和延展。

| Abstract: | Certain principle of international law should be established to effectually guide and push global governance on public health.Responsibility to Protect will be possible jurisprudence guidance and method.Acting as harmony centre and main authority in global governance on public health,World Health Organization should become international mechanism which bears and fulfills Responsibility to Protect in global governance on public health,whose function operation needs further clarifying and developing. |
